Officer Of The Year Past Nominee's

Sgt. T.C. Hudgins, HeartLand Private Security Services

On September 22, 2009, at approximately 8:08pm Heartland's Officer was monitoring a police scanner while on patrol in the Vickery Meadow Improvement District. He heard a call dispatched to the Police of someone screaming for help at the Cambridge Court Apartment. Since Sgt. Hudgins was a couple of blocks away, and this community was part of his duties he drove to the apartment complex to see if he could assist.
Upon Sgt. Hudgins arrival he was met in the parking lot by a female resident of the apartment complex, who had notified the police originally. She stated she had heard her elderly neighbor screaming for help and had called 911. She stated he screamed for about 20 minutes, then his screams became muffled. Sgt. Hudgins knocked on the door of the elderly neighbor but did not get a response. He could not hear any noise inside the apartment.
Sgt. Hudgins did see the Police arrive and drive through the parking lot, but did not stop nor make contact with the complainant. They left the property taking no action.
Another neighbor came up to Sgt. Hudgins and informed him he also heard the elderly man yelling earlier, and it sounded like the man was yelling from his bathroom area, which has an adjoining wall with his unit.
Sgt. Hudgins decided entry needed to be gained into the elderly man's apartment and called for the Dallas Fire Department rescue unit. Upon DFD arrival they made the decision to kick the door of the apartment open.
Upon entry into the apartment DFD found an 84 year old male resident in his bathtub. The man was weak but conscious. He advised officers he had gotten into the tub two days prior to take a bath, but did not have the strength to get back out. He had sat there for two days yelling for help, but to no avail.
The victim was treated at the scene and released with no major injuries.
Had it not been for Sgt. Hudgins diligence and determination the outcome of this incident may have resulted in the death of this elderly man.
This officer has worked this contracted area for the past 7 years. He has served this community with professionalism and courtesy. Sgt. T.C. Hudgins is also an ordained minister, and 3 years ago started a Church in this area. He serves as our company chaplain in addition to his other duties.
2010 Nominee's
Amy Hoaglan, Pro Security Group

WACO (July 12, 2010) - Amy Hoaglan says she was lucky to be in the right place at the right time early Sunday morning.
The Pro Security Group guard was making her rounds at the Lake Shore North Apartments in Waco around 3:30 a.m. Sunday, when she smelled something burning.
She told News Ten she saw what looked like a thin hand-towel tied up, dipped in rubbing alcohol, and set on fire near unit 1314.
Hoaglan stamped out the flames, and called her superiors, notified Waco Police, and then woke the resident of the apartment.
The man inside was OK, and was completely unaware of what had happened.
The fire only caused minor burn damage to the bottom of the wall near the door.
The resident’s apartment has been broken into recently, but he has no idea who would try to set it on fire with him inside.
Hoaglan says she didn't see anyone near the door with the lit towel, but she says she did see a man in his early 40's with three-inch-long hair, driving a blue 1980's model car shortly before finding the fire.
She said the man gave her an angry look.
She said she's relieved she was able to catch the flames near the door so quickly, because she doesn't know how easily the resident could have climbed out his windows had the fire spread to the door and the front of the unit.
At least one elderly resident lives next door.
Hoaglan said a neighbor has a night vision camera that may have caught an image that could help investigators.
Waco Fire Marshal Jerry Hawk said the incident is under investigation as arson

The Fort Hood mass shooting killed 13 people and wounded 30 others, it is the most populous US military base in the world and is located just outside Killeen Texas about 7 miles from the mall and which IPC provides security. The IPC security team led by director Terry Roberson performed in a stellar manner securing the center performing enhanced patrols and communicating information as the incident developed.
When Roberson was first notified of the incident at 2:35 PM and was advised that a shooting had occurred at the military base and the base had been locked down and there were several injuries and fatalities the security staff was notified by Ms. Robertson of the nearby emergency and to be on heightened awareness for suspicious individuals deployment conditions were tightened in each zone and additional personnel were called in. 30 min. later, information was received that there may be as many as three active shooters at the base, one of whose a whereabouts were yet unknown. Roberson deployed herself to the roof of the center as an additional security measure.
Do the right thing prevailed and time was taken to lower the flags at the center to have staff due to the military personnel deaths incurred on the base. Dir. Robertson and manage this crisis and extremely professional manner under extreme and ever changing circumstances and certainly well deserves to be recognized for her actions Terry also rallied her staff and all the tenants of Killeen mall behind the Gulf Coast fallen officers Bar-B-Q and raised almost $350 for the event.
Ms. Roberson was promoted directly from a line officer position to a security director and has less than one year under her belt in a management position however through her actions and dedication she has earned the IPC rookie manager of the year award.
