RenEarl Bowie, DPS
INTERIM ASSISTANT DIRECTOR
Regulatory Licensing Division
The private security profession is constantly evolving to meet the demands of an ever changing world and market. The Private Security Bureau and the Department of Public Safety also recognize such change and evolution. In order to ensure that the citizens of Texas are protected, the bureau continues to work with the PSB, ASSIST and other industry professionals to improve the service of the bureau.
Over the past several months, the bureau has initiated a project to computerize all of the bureau’s paper files. This project, once completed, will transform old paper files into an electronically stored format which will reduce the need for maintaining hard copies and reduce the need to manually file information.
The board has also previously authorized a change in the training curriculum for level II and III guard training. The curriculum has been completed with the hard work of ASSIST and the board’s training committee. The new training material will allow owners and managers to more effectively train their personnel and make the training process more efficient. Please continue to check the bureau’s webpage for the roll out of this new training module and subsequent instructions.
One of the major challenges facing the bureau is the development and implementation of a new information management system to handle bureau licensing and enforcement operations. The DPS has undergone many changes over the last several months.
First, the PSB is now part of an expanded Regulatory Licensing Division which includes, Concealed Handgun, Vehicle Services, Narcotics Regulation and Metal Recycling Bureaus.
In other parts of the agency, the Information Technology Division has undergone changes as well. PSB personnel have been working with the new IT division to develop a licensing and enforcement system that is effective and efficient. The private security profession in the state of Texas has been very supportive of the fine employees of the PSB as they continue to provide the best service possible while changes and upgrades are made to bureau operations.
I would like to welcome Lieutenant Adam Park to the PSB. Park has been with the agency since 2002 and has served as a highway patrol trooper and sergeant in the department’s recruiting division. Park will oversee the bureau’s enforcement efforts both at headquarters and in the field.
As of October 2009, I have been reassigned to interim assistant director-Regulatory Licensing Division within the agency. This position will oversee all the regulatory bureaus of the agency. As I assume these new duties, I will continue to work diligently with the board, the new bureau manager and ASSIST to improve the profession and the bureau.
There still remains much work ahead for the bureau and I am extremely grateful for having the opportunity to serve in the position of PSB Captain. It is my sincere belief that the bureau will continue to improve and move forward. I look forward to hearing from ASSIST officers and members regarding improvements and changes to the bureau.
The bureau continues to make unlicensed activity a high priority. Feel free to contact the bureau at (512) 424-7710 or email
